How to unlock the One by One achievement in PROTOTYPE 2 - Definitive Guide

After unlocking the ability, go behind any enemy while you're disguised, press the grab button while not moving, and then consume.

This will consume the enemy without alerting the others even if they turn around to you afterwards.

Blackwatch troopers are the enemies in blue military costumes with the armored shoulder plate on the right. You can find them in enemy bases and will encounter them a lot during main plot and blacknet missions. Get a military costume yourself to stay undetected. You need to make sure that the troopers are not being watched. Press and look for troopers that are displayed in white color. Those are the ones you can stealth consume. The ones that are displayed in red color cannot be stealth consumed. To perform the stealth consume sneak up without drawing the enemies attention on you and press , followed by .

This is the same as consuming normally but now must be done when not in "Alert". If you attempt to consume somebody while another is watching you will get a "Target is Being Watched" and you will be unable to perform the move.
