This is very easy to do in the later stages of the game. After you gain the ability to fly a helicopter and have infected vision, go steal a helicopter. Than turn on your infected vision by pressing right on the d-pad (
), and fly around. The infected water towers will glow and you can target them by pressing left trigger (
). From here just fire away at a distance! Now go find 24 more and the achievement will be yours.

I just got this achievement via the same method and thought I was a genius, and hurried over to TA to post a guide only to find out you'd done one a full year earlier. Oh well, thumbs up from me anyway!

This is fairly easy once you have the Infected Vision ability and have learned how to fly helicopters. Hijack a helicopter, fly to an infected zone (red on the map), activate your Infected Vision ability, and fly around the rooftops looking for water towers that are glowing a bright red/orange color. If you don't see any right away, just keep flying around and eventually some should spawn. Lock on and destroy them from a distance so that they do not hatch. It shouldn't take long as you will have already had to destroy some infected water towers in the story.
