A guide on how to defeat Elizabeth Greene on Hard Difficulty with in game commentary.

Good upgrades for this boss battle are the Groundspike Graveyard Devastator along with the Air Groundspike Graveyard Devastator.

Strategy
You will want to mainly reside in one of the streets so Elizabeth can't attack you. Spend your time in street area gathering heath from Infected and Hunters. When you have sufficient health go out to Elizabeth Greene and use either the Groundspike or Air Groundspike Graveyard Devastators on her to drain the tentacles health fast.

Once you damaged Elizabeth Greene with the Graveyard Devastators retreat to the street and gain more health. Once the tentacles have been taken down try and do a few Graveyard attacks on here when she's vulnerable. She'll then retreat to the ground for a bit, and will rise again shortly.

Then repeat this process for the 2nd and 3rd phase respectively. I ended up doing the 3rd phase twice as I didn't do enough damage when she was vulnerable.
