You are looking for for the web of intrigue target named James Winninger. He is located one street south of the overkill on the left side of the event on the upper left side of the map.

Update from previous message. I found this achievement to be bugged on my Easy playthrough as I consumed every single Web of Intrigue target in the game and it never unlocked.

I played again on Normal and this time, followed a guide to focus exclusively on Sequence 7 to get to James Winninger. I consumed him and the achievement unlocked.
