Once you have access to Otto's Lab (it's in the Quarry, on the right hand side of the map) go into it and a cutscene will start. After it ends talk to him again, go through the dialogue options and he will grant you access to the Otto Shot and a device for tuning into stray thoughts.
After you've acquired the Otto Shot, hold
to use it
Press
to take the photo.

It's the first option, and it automatically saves a screenshot to your Xbox One.

I had to have the "Captures by me or games" setting (under the Xbox Capture & share Preferences) enabled before this would pop. It might be worth including that info in your solution :}

This and the Thought Tuner are loaned to you by Otto Mentalis from his workshop. The Otto Shot is accessed by pressing 
and is a photo mode for the game. Simply take a photo and satisfy the condition for this trophy. After this, you may not need it anymore, but it doesn't hurt to keep it with you if you feel in the mood for more photos.
