Muttropolis is the 3rd area that you unlock, and you will have to also unlock all of the times of day.
*There was no wiki when I wrote this so some of the specifics here are fuzzy but this solution should still work for you. Please leave more info in the comments if you can.
Unlocking all of the times of day for a level
As far as I know you unlock all of the "Times of day" by completing more Objectives, confirmed in some cases. Certain levels seemed to have all of the times unlocked immediately and others didn't. If you are having trouble completing an objective, try going to another stage and making progress there, then come back.
-You can see if a certain time of day has Objectives by checking to see if it has an orange dot over the graphic you see when selecting the level from the map, and the orange dot will disappear once all are finished for that time of day. Complete all of the objectives for every unlocked time of day and the other times should unlock.
Taking the close up pictures
-Once all of the times of day are unlocked, get close to a dog (you can crouch to be sure) and take a close up picture of their face
-Do this for every time of day on the level, leaving the area via main menu after getting the picture
-After the last photo the achievement should pop almost immediately.

Can’t get the evening and night time slots to open. All objectives completed on all areas at all times. 1000+ followers too. 20 points away from 1000 too.

With all 4 times unlocked and photos taken, I'm still on 25%. Perhaps an objective needs to be completed for each time.

Unlocking Times of Day
First and foremost, you can unlock different times of day for the four levels by COMPLETELY clearing all objectives within a time of day in a level. For example, fully clearing out all of lighthouse cove's nighttime objectives will unlock a new time of day for another level.
Now the order of unlocks should be fairly random, however I did find a tendency for clearing one level's time of day to unlock the next levels time of day. For example, I found that clearing boardwalk stages will unlock if muttropolis stages if available. It is only when the next level has no more stages left to unlock that it turns to rng. However, this is only my experience.
You can tell if you have objectives remaining in a given level's time of day by a yellow '!' in the bottom right hand corner of the time of day icon.
Completing Muttropolis Objectives
Disclaimer: I highly suggest you do the clothing objectives after you have reached 50 followers as this is when you unlock the clothing menu for dogs. You can literally put any piece of clothing on a dog, so this makes all of the clothing related objectives far easier. I will be referring to the clothing menu.
-Dog With Pixel Lens: You will need to purchase the pixel lens from the store. Once you have that purchased, you need to equip it from the camera menu. Now, just go up to any old dog and then aim and snap.
-Photo of Duck: You can find a pond within the park. You know you are in the right place if you see that there is a wooden bridge going across the center of the pond. Floating around the water is a bunch of ducks, now just aim and snap.
--Dog With Fire Hydrant: In the city section, you will notice that there is several fire hydrants scattered around. Just take a picture of any old dog with a fire hydrant in view.
-Business Cats Charts: Near the playground/sandbox, you will be able to locate two charts. One is propped up on a stand and one is lying on the ground. The one on the ground is red showing a negative market trend while the one propped up is green showing a positive market trend. Take a photo of them both in view.
-Biking Dog with Pixel Lens: You will need to purchase the pixel lens from the store. Once you have that purchased, you need to equip it from the camera menu. Nowyou can find a biking dog anywhere in the city portion of this map, so just run around until you find them. Just go up to them, aim and snap.
-Dog Playing in the Playground: You can find the playground/sandbox on the right side of the park. There's several dogs on the merry-go-round right in the middle of the sandbox, just take a photo of that merry-go-round.
-Great Artist: Near the pond, you will find a doggo painting something on a canvas. Snap a pic of the dog working on the canvas.
-Photo With no Dogs: Just point camera to wards the sky, aim and snap.
-Find Boneseller: There's a little clearing in the mittle of the city portion of this map. This little clearing will have 3 patio tables with several dogs attending each. You will notice a stand with a MASSIVE glowing dog bone, and a dog sitting on top of that stand. Snap a pic of the glowing bone with that dog.
-Dog Wearing Raincoat: Add an outfit to a dog. Cycle through till you get the poncho. Aim and snap.
-Dog on Tire Swing: In the playground/sandbox area in the park, you will notice a swing set. The right side of the swing set holds the tire swing. There's always a dog sitting on top of that tire swing, so just aim and snap.
-Ultimate Old Timey Photo: You will need to buy the black and white film pack from the vendor. Equp the basic black and white film from the camera menu. This should be the second icon. Now go up to any old dog, and take a close up centered photo of them.
-Dog From Fire Escape: You will need to get yourself on top of a roof in the city portion fo this map. You can easily get on top of roofs by jumping on top of the umbrellas for the patio tables. Now you will notice that some buildings will have grey platforms with stairs on them. Those are the fire escapes. Just hop onto one of those platforms, and then take a picture of any dog from that vantage point.
-Taking Train to Dreamland: In the playground/sandbox area in the park, you will notice a train set. it's just a bunch of boxes. Look inside any of those boxes and you will see a sleeping dog. Aim and snap.
-Find Where Beats Are Coming From: Go to the concert stage on the left side of the park. Snap a picture of the concert stage.
-Hidden Tree Dog: In the middle of the park, you will notice a section with several lightpoles. Hop on a lightpole to access tree level. On one of these trees lining the side of a path, you will notice a doggo. Just snap a photo of the doggo in the tree.
-Dog Playing In Fireflies: Near the playground/sandbox area, you will notice a bunch of flashing pixels. Just manoeuvre yourself so that you are at an angle that captures both the flickering fireflies and 2+ dogs Aim and snap.
-Weird Forest Path: In the pathway lit by lightpoles, jsut snap a photo of the path. Once it renders, you will see an invisible dog in your photo. If you don't, just run up and down that path taking pictures until you get it. You can usually capture the invisible dog in the middle of the park path.
-Excellent Fashion Sense: Just go up to a dog and add an outfit as well as whatever accessory you want. Now just aim and snap.
-Moped and Bicycle: This one is a huge pain in the dick. This is rng based and can take some patience to do. Just find either a bike or the moped in the city section of the map and follow them around until you see the moped and the bicycle cross paths. Aim and snap.l
-Scootvac Scaring a Dog: Look to next objective to be more efficient.
-Scootvac Scaring 4 Dogs: Get a scootvac however you may. Go up to a pack of 4+ dogs and unleash the scootvac on them.
