-You will get this achievement after unlocking the To the moon! level which will come about 3/4 of the way into your playthrough.
-There are certain objectives on the Lighthouse stage which help guide you to unlocking this, but the icon on the map seemed to only be accessible to me after also progressing through Objectives on the other stages
-Once you're in the Moon area just go up to a dog and take a picture of their face close up, you can crouch to be sure.
-Achievement should pop immediately.

TA user @elquietone says -- "If anyone is having issues unlocking any of the timed day achievements despite having all maps/times of day open I recommend a full console shut down, and then back on.. I had the issue of not being able to get these achievements to increment the counter right after unlocking the complete picture book achievement.. Went through the rest of the maps + selfie not getting credit, restarted the game.. nothing.. However, I thought perhaps "memory" is an issue (Base XB1) and after turning off, waiting a min and then back on the counters started to work again... Luckily, I had exactly 10 quests on the moon (first run didn't save) to push the selfie one to 100%."
