1. Overview:
-This is probably one of the final achievements you will unlock and you will naturally make progress on it as you go through the game. You can save it for the end of your session. I did not find it difficult or terribly time consuming to obtain.
-Puppypedia is viewed from the Home area on the overworld map. You need to fill out every page by taking a photo of each entry. Sometimes it is an action you need to photograph (such as the Dog being sad) or it is based on dressing the dogs in various clothes and taking pictures. There are also entries for each Dog Breed in the game.
-You can set the dogs clothing by approaching them and pressing the corresponding button that appears
-When you need to change a dogs mood you can use the items from the vending machine (see below for an incomplete list of specifics)

"If you’re reading this before you really got going, for the love of god please change photo sizes to small in options and STOP saving photos to favourites after the achievements for saving favs. I’m convinced filling up your saved pictures is what breaks this game."

2. IF you are having trouble unlocking certain entries you could try this:
-TA user corpirate says "Also - just chucking my 2c in for fixing the “Leave Area” crashes, whilst trying to mop up the Puppypedia."
Try visiting an area that has objectives available. Complete an objective and then leave.
Failing that try deleting your local save, and then reloading the game from cloud save. Mine started working fine after I did these two things. I’m not sure which one was the golden ticket, or if you needed to do both."
-TA user Wriggy says "Not sure if it's just me, but the entries only count in the Puppypedia if you don't upload it to dogNET or save it to your favourites. Simply leave the area once you've taken the photo/s. Spent a good bit of time working that one out so might help others" - pretty sure this was true in my case also
-TA user SoHungee says "if you "recycle" the photo before leaving the area, the pic will not count/register in puppypedia... You need to exit the area with the relevant pics still in your camera roll."
-Make sure to choose a dog that has no clothing items on, then apply clothing items to that one. I suspect the game *sometimes has trouble registering between multiple Puppypedia conditions being met in the same photo.
-Make sure it's the right item. Some of them are very similar (Straw Hat / Sunhat and Party Hats for example)
-Make sure its the only dog in the frame
-Try doing the photos one at a time. Take the photo, leave the area and check the Puppypedia to confirm. One at a time.
-Try going to a new area at a new time of day

-Tony Bark = At the skatepark on Buppy Boardwalk. You may have to get a picture of the dog doing a trick on the half pipe.
--*TA user @MyFxxingTeam says that you can also use the Mini UFO (obtained from Vending Machine, see below for more info on unlocking items in vending machines) to make the half-pipe/ramp dog have stars near its head, which you can use as a picture.

-*TA user @DoomScott has a solution below which states that you if you are having trouble unlocking the Violin and Vacuum/Vending Machine items you should load up a level (Ex. Mellowstone) and NOT TOUCH OR DO ANYTHING- EXIT, and RELOAD the SAME level.

-Digging = Giving a dog a bone (found on the ground or from a vending machine, I got mine on the Muttropolis level) should trigger this -- "hopefully they will run away and it looks like they are shaking and that's the digging animation."
-Greyhound = " ...on Buppy Boardwalk. She is a smaller greyhound breed, so kinda short and a gray color"

1. Overview:

Alright guys, I will be breaking down how to get all of the things necessary for the dogpedia, going more in-depth for entries that you can manipulate yourself.
Dog Breeds
1. Beagle
2. Bichon Frise
3. Border Collie
4. Borzoi
5. Boston Terrier
6. Bulldog
7. Chihuahua
8. Corgi
9. Dachshund
10. Dalmatian
11. German Shepherd
12. Golden Retriever
13. Greyhound
14. Husky
15. Italian Greyhound
16. Pit Bull
17. Pomeranian
18. Pug
19. St. Bernard
20. Samoyed
21. Shiba

Notes: Now you should be able to get most of the breeds naturally as you progress through the game. However, if you are done and are looking for specific breeds, I would suggest you load up the muttropolis map and there's a section in the city area where there are three tables with a bunch of dogs sitting around each. Just take pictures of all three tables and reload and repeat until you get all the breeds you need.
Clothing
For all of these clothing ones, if you do not get these naturally, then you can use the dog outfitter menu which you unlock upon reaching 50 followers on dognet. To access the menu, just look at a dog and press 'f' which was for me on pc, not sure what it is for xbox controller sorry. Just press add item, and then hit the arrow keys to cycle through itmes for the added section.

Dog Activities
1. Bark: Most dogs will do this randomly. Just wait until you hear one bark and take the photo right away. As they bark, there's a little white effect around their head, just capture them with the white effect and this should work.
2. Blink: Most dogs should do this automatically, just wait for them to blink. Their eyes will close briefly, take the picture while they are shut.
3. Chasing: Grab a stick then walk up to a random dog. Throw the stick far away and watch the little guy chase after it. While the dog is chasing, snap the pic.
4. Dancing: You can manually do this using a boombox. Just get a boombox from the wild, or thru the vending machine. Walk up to any dog and press the use button, left mouse for me, but maybe rt for xbox? Anyway hold, and it will play music. Continue to do so until the doggo starts prancing around. Once they dancin, drop the box and snap the pic.
5. Digging: This one could be whack. You will need to get a bone however you wish. Walk up to a dog, and I had to throw the bone a little bit away. The dog will run after the bone and start chewing it. They will then run around and eventually stop with the bone and you'll notice them wiggling around. While they are wiggling around, you need to snap the pic. They will not dig all the time, so just pet them to reclaim the bone if they don't and try again.
6. Dizzy: You can make dogs dizzy by using the flashbulb function. Go to a dark map, walk up to the dog, and then snap a picture directed at them with flashbulb activated. It will ofc flash, therefore disorientating the dog. You will see the dog swirling around with purple circling their heads. Quickly disable flash, and then snap a picture of them while they have the purple swirls around them.
7. Friendly: Walk up to any dog and pet them for a while. Eventually, you can let go and you will see the dog continue to give you hearts. This indicates they like you. Now just take a picture of them with the hearts coming out of their head.
8. Playful
9. Sad: Get a violin however you may, and then walk up to a dog. Hold down the interact button and this will let you play the violin. Keep holding down until you hear the dog start to sniffle. Once they start to sniffle, drop the violin and snap the pic.
10. Showing Off: Grab a large variant of a stick, and then let a dog clamp it in their mouths. Snap a pic of them with the stick in their mouth.
11. Sleeping: There's plenty of dogs sleeping around the map, if you want a place to farm sleeping dogs achievement, go to daytime muttropolis playground. In the boxes are a bunch of sleeping dogs.
12. Spooked: Get a hoovervac however you may. Wind up the hoovervac by pressing the interact button. Then let it hoovervac go and it will drive around. When it drives near a dog, it will scare the dog causing them to run. As the dog runs, just snap the pic.
13. Wagging: You can easily make dogs wag their tails by making them like you. Just pet them until they have hearts floating from them.
Miscellanious
1. Tony Bark: You will find Tony in the Boardwalk map. In the skate park, there's an orangy red area which is the half-pipe. You'll see a dog going back and forth on the half-pipe doing tricks. Just snap a pic of the dog doing a trick. There's only one actually doing anything in the skate park, you can't miss Tony.
2. Mellie: You can find mellie in the mellowstone map. You first need to grab a hotdog. You won't be able to find these in a vending machine, but there's hotdogs either in the dogs mouth or on a dining table just outside of the cave's entrance. Grab that hotdog and head into the cave area. Inside the cave, you want to look for a pond. You know it's the right one if you see a boat floating on it with some dogs in it. Just chuck your hotdog into the water, and you will notice a green shape bobbing up and down near the far wall. Snap a pic of the green creature.

Here is my 100% Achievement guide with full walkthrough (Including all objectives).
One quick tip i can give to boost this and follower audience so you don't have to do much at the end of the game is:-
Everytime you take a photo of something, some dog, any dog, whatever.
Upload it to dognet first for the followers, delete that snap, take the SAME picture you just took and keep it in your camera roll until you leave.
To add pics to the puppypedia, you must have a pic that is NOT uploaded to DogNet OR in your favourites.
I ended up with 77% by games end so only had to grind the clothes out which took no time at all.

One quick tip i can give to boost this and follower audience so you don't have to do much at the end of the game is:-
Everytime you take a photo of something, some dog, any dog, whatever.
Upload it to dognet first for the followers, delete that snap, take the SAME picture you just took and keep it in your camera roll until you leave.
To add pics to the puppypedia, you must have a pic that is NOT uploaded to DogNet OR in your favourites.
I ended up with 77% by games end so only had to grind the clothes out which took no time at all.

Ok, so this is not a full guide but more of just something super important I learned from KylKo.
If you cannot find the VACUUM or VIOLIN (or any other item), load up a level (I did Mellowstone Sunset), DO NOT TOUCH ANYTHING, and immediately EXIT AND RELOAD THE SAME LEVEL. You will immediately find items that you never had before upon reloading! Boom, problem solved!
If it doesn't work right away, just try it again on a different level or different time and I assure you, it will work. I spent literally 2 hours searching every single level and time after I had all objectives and all cheevos but this one, and I never once found a vaccum, violin, or boombox. I tried the method that KylKo provided, and it only took doing this twice to find them all. Thank you KylKo!

This worked after the second attempt on the boardwalk for me couldn't find the violin or the vac

If you cant find vacuum or violín you must pick Up every object that you found to add in the vending machine, i were stuck because dont pick Up the ball, once i pick up the ball, in the Next location i found the vacuum and in the Next location i found the violin.
