UPDATE Jan 8th 2023; WOW so much traffic on this solution all of the sudden? Then I saw it's leaving gamepass soon. So here's the best updates/tips I pulled from the comments to help you in these final days.

Unfortunately it sounds like, for some players, this becomes bugged and may require a 2nd playthrough.

You have to play the story until a notification will pop up that says the shop is "fully stocked"

A method, that DOES NOT COMPLETE THE STORY, supplied by Epidote6: "I Recommend trying to play through to the Muttropolis and then playing that over and over for bones to buy stuff. Do not complete the story. Just get far enough to unlock muttropolis then collect bones there over and over to buy all the locations instead of unlocking them through the story." Thank you to Epidote6 for this.

User REDWINGS05 reported unlocking all but one location through the story. Then purchasing the last location/ToD from the shop as their final purchase. Others reported this worked for them as well.

I personally played the game naturally unlocking levels and times of day through the story/photo requests then going back and buying the remaining items after finishing the game. I didn't care for some of the film packs so I didn't buy all of them until I finished the game. User Shadowmask12 confirmed they did this as well. Some items can be given from tasks/objectives, some items won't be in the shop until you do these tasks.
Others have reported finishing the story locks this for them and they get stuck with a 2nd playthough, so I suggest trying the non-story complete methods first.

From my observations of comments either methods MAY cause people some problems. Other folks have reported this worked fine for them. So your choice really, again lots of players are having trouble with this while others have no problem at all, it's unclear why.

Thanks to the helpful comments from this great community, I mostly wrote this thinking it was just a list of items, but it turned into a buggy mess. Good luck out there.

Got them all in my initial playthrough on X1X, but it got stuck at 88%. Started a new game via cloud play and did it again, but the tracker never moved. Ugh :(

Glitched for me too. 1st play through (x1x install) it stalled at 55%. 2nd play through (this time via cloud) it went up to 77% and stalled. Frustrating for a game I thought was easy 100%

I was able to unlock this today. It seems we need to buy everything from the vending machine, including different locations' times. I noticed my progress went up when I purchased a location's time. After I bought out everything from the vending machine, the achievement just popped out.

After burpeesDaily’s post I went and tried again today and got it to unlock. Played via cloud. I purchased all the locations (except 2 that I accidentally unlocked through objective completion) but that didn’t move the ticker from 81% at all. However, after purchasing all those, I finished purchasing the camera upgrades and surprisingly that started moving the ticker. Recommend trying to play through to the Muttropolis and then playing that over and over for bones to buy stuff. Maybe someone can confirm this works for them too.

I bought every camera part AND every location and the achievement unlocked. So I recommend the same method as Epidote6 : Reach Muttropolis and buy everything here.

Big thanks to those who troubleshot this, I will be sure to include you in the updated solution! Ultimately it sounds like while you may be able to purchase all items from vending machine you still need to advance the story a bit before the achievement will pop.

ive completed the story and am still not able to complete this achievement. no more camera parts or locations are purchasable, dunno what to do tbh. ive nearly completed every achievement other than this one. stuck at 96%

Camernatural21, try not completing the story. Just get far enough to unlock muttropolis then collect bones there over and over to buy all the locations instead of unlocking them through the story.

Can confirm buying locations is needed for the achievement. Just used Epidote6's method and got the locations first before going after anything else. Achievement unlocked after my last legit camera upgrade.

The game doesn't seem to let me buy locations... Do you need to have completed the game before first?

Edit: OK so I did some more photo challenges for 'Princess' then received a notification that the shop was now "fully stocked" and now all the locations are there.

It popped for me and I never bought locations, I just finished the game and then bought everything. But if folks are rushing to get it done they can buy locations I guess.

I'm stuck at 92%. Bought all the lenses and film, didn't buy any of the location time's though. I guess it's time to start over yet again, pray the game doesn't crash again, and hope for the best.

Edit: worked fine now. I had unlocked 2 of the location time's from requests, then bought everything else. Only reason I can think of is since I'd had several crashes screwing with my save, doing it in one go allowed it to track properly.

This achievement got stuck for me at 96% on the Windows version. All locations unlocked naturally through regular gameplay, and purchased all camera parts.
I had to start a new save, advanced to the boardwalk and picked up all the bones that I could, while doing challenges and posting pictures in between (as I was unsure what unlocked the camera parts), I didn't go past the boardwalk level as I was worried the game would automatically unlock another location time frame for me. After purchasing all camera parts and every single location time, it unlocked. This took just a bit over an hour.

The tracker stopped at 96% for me. Restarted the game, bought everything at Muttopolis and still didn't get it. I actually don't think this achievement is buggy. I'm pretty sure you also need to find all the items that wind up in the vending machine too.

Redoing this for a 3rd time makes me feel like I'm a timewarp or something... Anyway, the bug seems to be if you unlock camera items through requests, that's ok. But if you unlock items for free while they can be purchased in the vending machine, it can screw the achievement up. I hope I'm not wrong and making stuff up, but I did get the achievement by being careful to unlock stuff for free that wasn't for sale. The guide should be rewritten to say absolutely DO NOT fulfill the request that unlocks all items for sale in the vending machine (there's a specific request that does this), buy everything in the store until its empty, then enter and exit levels doing the one ? request (the one from finding the envelope) that appears until you don't get anymore. The ? requests unlock times of day for free.

I followed what Archer Spense said and it worked for me!

I used the envelope quests to unlock most/all location times of day (I think there may be one or two tied to other quests, but I could be mistaken).

There were a few follower count and film experiment quests needed to unlock items or stock the store. I didn't proceed past the Film Experiment 2 (Far Out Film Pack) and only needed to complete the 85 follower quest.

So I was late to the party on seeing that this could be bugged but I was lucky enough to have 1 location left in the shop. I only unlocked 1 other location through the shop, the rest were from quest. I made sure to purchase the last location from the shop instead of unlocking it through quest and I still got the achievement, jumping from 92% to 100%.

Same as REDWINGS05, I just made sure that the last item was unlocked with a purchase. Bought some, unlocked some through gameplay, but last location I bought in the shop, achievement unlocked fine.

Ok, to simplify this, there is only 1 thing that matters. It's that you purchase the final item in the vending machine. It cannot be unlocked via objectives. Best way to do this is to save the filters for last.

Am I being dense here? I've looked in the shop on the map intermittently throughout my play through and I've never had any locations in there only camera parts.

You need to complete objectives to unlock things to buy in the shop. Eventually you'll get "all items unlocked" after an objective completion.

I got stuck on first playthrough at 95%. I started a 2nd playthrough on the PC, rushing all objectives, and buying almost no parts until I saw the message that all parts were unlocked in the vending machine, then I kept playing to save up money. Stages and time of day kept unlocking as followers grew. once I had about 100~ bones worth of attachment left, I pushed it all in one go, and unlocked this achievement. My last purchase was a time of day.

* I was actually 8 bones short of the final purchase, and I did not risk completing ojectives, and just ran around picking up golden bones until I had 20 bones.

Probably too late for tons of people as its leaving GP like right this very second, but I had issues popping this and like 4 other achievements. Tbh I thought I already popped them but they wouldn't show up as finished in my list. I ended up quiting out of the game AND doing a hard restart AFTER getting the rest of the achievements I knew I had and lo and behold, I had suddenly had 1000/1000. Definitely the buggies achievements I've ever personally seen in a game.

UPDATE - This didnt pop first play through as the game gave me the last camera update, so i battered a second run through avoiding the envelope requests as these seem to give you a part if you complete, once i opened up all worlds, spammed the levels for bones leaving and joining again until i had enough and battered the machine for all parts and the achievement popped

My game crashed and I only had to go back and complete the camera parts and encyclopaedia achievements, I bought all camera parts (and film) along with some levels and the tracker was on about 85%.

Edit: I’ve just bought EVERYTHING from the vending machine not just the camera parts and it finally unlocked when I bought the final level

I just kept one film pack for last that I didn't buy, completed everything else and with the last film pack it went from around 80% to unlocked.

So probably the locations do count but can't trigger the achievement tracker and therefore not unlock the achievement if you get them through story progression. So it wasn't neccessary to buy any locations if you keep one thing yo can buy till you have unlocked everything else.

Bad programming again with the achievement unlocking conditions only triggering buying something in the shop.

Can confirm this is buggy and got on my 5th play-through I’d recommend doing the first two levels and get up-to the get 85 followers but DONT complete this as you’ll unlock a camera pack (far out pack) can confirm I had to buy the following from the vending machine;

Okay coming back to this, I didn't buy any locations, all were unlocked through progress. However I did buy every camera upgrade. My progress jumped from 52% to like 96% when buying the last but one camera upgrade then the last one popped the achievement.

I can confirm that the game even tries to unlock for the second time upgrade that you already bought in vending machine. If you unlock upgrade via story then obviously it's impossible to buy it from vending machine.
Looks like unlocking it by the story progress may corrupt tracker, so advice that is better to unlock it before story progressing may be in point.
Also a little tip (maybe will help): I played on console and this problem occured, but two of my friends played via "Cloud Gamming" and they didn't have this kind of problem, so maybe tracker do not corrupt since game is launched from Microsoft server.

So the first time this game erased my data, I gave it the benefit of the doubt. Maybe I hit New Game by accident?

The second time this game erased my data, I got mad. I shut off my Wifi immediately, left the game running, went to another computer, installed this game, & sync from the cloud data.

And then I left it open until I finished this annoying achievement, because I didn't want to play this game a third time.

Camera parts appear in the store after completing challenges in any level.

If you don't know how to finish a challenge, go to this page (here they explain in a described way how to finish a challenge).

To buy the parts of the chamber, you need gold bones that are scattered in each level (if you don't find bones or you already found them all, and you need more, just exit and re-enter the level and more will appear again).

I recommend playing through xCloud because playing it downloaded on the console has several bugs that have not yet been fixed and the achievements may not appear.

SAVE THIS ACHIEVEMENT FOR LAST
You need to buy every camera part AND locations

You're basically going to restart the entire game by deleting the save file and then speedrunning these missions up until Muttropolis where you'll just be grinding the Golden Bones currency. Play Muttropolis over and over again and again to get the Golden Bones in order to buy all the camera parts AND locations. If you unlock too many locations by progressing the story mode, you'll need to reset. Unlocking them for free is bad. You need to buy them for this achievement to pop.
