I won this one against an online player. I taught this meant that I had to win 3 straight games AND not foul, but it it means that whenever I win my games, if i dont foul in 3 straight I get the achievement.

I just unlocked this even tho I had a foul as I quickly restarted the 3rd game that i had the foul on and it unlocked when I won the game

Simply play 3 games of 8-Ball in a row without fouling (i.e potting the cue ball, failing to hit a ball, hitting the ball off the table etc.) and the trophy will unlock

This trophy should come naturally, however if you're struggling, you can play against the second human player (with one controller if needed) and make sure you don't foul but making sure the first player wins 3 in a row. If you do foul, you can restart a game without it counting.
