It is story related and you will get this in the thieves den but to summarize it so you can get it with ease, just fight it and get your claw frenzy up and then jump on the cat lover and throw him into the fish. Boom achievement unlocked

Story related, can't be missed. The earliest you will find a cat lover is in chapter 1 during a fight scene. He will be a lot bigger than the other enemies and will try to hug/squeeze you to death. Before he does, simply use kicks or a claw frenzy to defeat him.
