There are videos on Youtube that show how to purposely set this up and I tried those a few times before getting frustrated so I tried something different.
Go to Main Menu > Solo > Challenge > Tiny Puyo. Select any character. Go to Game Setting and select None for Time Count. Go to Handicap and select Medium (this allows for 4 Puyo Colors).
Start the game and hold down and right to make the pieces fall down and to the right fast. Now all you need is some luck and patience. I luckily got this within a minute or so of the first time I tried it (which I assume is pretty lucky). Here's the video:
