Repeat the dog training mini-game on the second occasion it appears in early Act III on the hideout island until you have levelled it to 25. You are probably going to have to carry on to the 2nd and 3rd islands to get gold to play the game before you will have enough as it costs over 1,000 gold per attempt at level 20.
