Once hitting the character level cap at level 50, your XP begins to level up your citadel. This achievement requires you to keep leveling up your citadel by earning XP until you hit citadel level 50. For reference, it took me 140 hours to reach citadel level 50.
All battles contribute XP towards your level, but story battles, adventure battles, and seasonal chapter battles seem to provide a little more XP. If you're going to be trying to unlock the achievement for leveling up a battle scroll to level 50, you'll almost certainly reach citadel level 50 along the way.

The, Pants, Party
Your Citadel level is not much different from your character level. After reaching Level 50 with your character, you will continue to earn XP from battles, but this will go toward ranking up your Citadel, which you can view in the Tavern menu. Each Citadel level gained allows you to select a passive bonus that applies to battles. Continue earning XP as described in High and Mighty (100G) to work toward this. Assuming you've earned all achievements from the base game and all seasonal content up to now, you should be close to this or have already earned it when starting Season 3.2 anyway.
