As you progress through the story, you should get a lot of spell shards. So if you're playing the main story normally, then around 3/4 through Chapter 3, you should have the shards required to easily get a spell to Level 10.
The, Pants, Party
Similar to upgrading equipment, you will need a unique item (runes for spells) to increase the rarity. You should only need a single rune at Level 5 and can then use basic materials (spell shards and gold) to get it to Level 10.
Update: The spell system got a rework at the end of Season 2.0 (patch 2.5), which is outlined HERE. However, the system remains the same in how you upgrade the book to how you upgraded spells which I outlined in the original solution above.
