This comes mainly down to timing and can be done with a boosting buddy / second console or against AI bots. If you choose to play against AI then it will help to increase the AI difficulty, as the lower difficulty AI does not use Monatser Attacks often.
When you are in the match you first want to become "foe" with your opponent. Both of you have to land a hit with a small rocket on each other.
Then build up your yellow meter (disrupt power) and wait for the AI to use a monster attack and immediately use you yellow disrupt power (within 1 second). Or if you have a boosting buddy wait until he is ready to use the monster attack and then use both very close one after another.
