This can be story-related, depending on how well you do during the Liberation Rites. For some, it is usually the initial trio that is liberated. Just succeed three times through the Liberations and you'll obtain this trophy and some decent success to the Plan. If you fail to one of the other exiled teams, you will have a few more times to win the freedom of your friends. There are a total of 7 Rites with the last being a crucial story point.
