Story related and unmissable.

After riding the elevator to the top, you will encounter a helicopter and dialoague. Interact with the stick device ahead of you to unlock.

Actually, this is missable. I completed the whole game and didn't get this achievement so now I'm on another playthrough. Highly recommend you remove the first statement to your solution.

Yours must have glitches or something. You HAVE to interact with the beacon and other sources indicate it’s unmissble and story related.

I finished the game and didn't unlock it either, so it somehow is missable.
I followed all the videos guides in the walk-through.
