This achievement can be attained during any Act; Acts 1 through 4. Just just all available quantum ripples in any act before it ends.
The first opportunity happens during Act I where there are 2 quantum ripples. Finding both of them will unlock the achievement.

I'm at the white board and nothing happens, I press X as instructed then nothing. Has this glitched.??

You can earn this in after any Act as long as you found all of the ripples in the act, then watch the episode video afterwards.
In the first act there are two ripples to find: the first is in the second chapter, in the room where you have your first shootout. There is a blackboard on the right hand side of a room which you need to interact with (William will correct the equations).
The second is during the junction after the act is over, while you are playing Paul. Before you activate the decision to go down a PR or Hardline route, find the statue on the equipment behind you (it's close to the dossiers and map you can interact with).
Once you've interacted with both of these items and the chapter has ended, watch the entire episode video for the achievement to unlock.

You should get this before you begin watching the live action video at the end of Chapter 1. You will need to get the Quantum Ripples in Act 1 Part 2 and Junction 1. Getting the Quantum Ripples also unlocks parts of the video that would otherwise have not been seen.
