This achievement unlocks upon completing the game. As noted in the roadmap, this game works slightly differently: hints/skips don't void achievements, but you only get a set amount without paying real money for more. As such, feel free to use the ones you do have whenever you want (or pay for more, if you don't mind). The game itself, as well as the HOPs and minigames, are quite easy this time around, so I don't recommend paying any real money.
