Picking off a runner is basically peaking over at first base and seeing where your first basemen is in relation to the runner. If the first basemen is stand on the bag ready for a toss over there is your opportunity. Basically you don't want your first basemen having to reposition to catch the ball and apply the tag

I'm not sure if there is an in-game stat to rate which pitcher has the best pick off move but I did accomplish this using The Diamondbacks and starting Madison Bumgarner.
