You will get a lot of this by just playing the campaign normally, but if you want to grind it out, this is the quickest and easiest way.
* On main menu, choose "Play".
* Go to Time Trial.
* Choose your car (I prefer Rally Car).
* Choose your track (I prefer Ovals -> Epic Oval). The quickest track the better for this.
The game will continue to let you do laps without messing with any more loading screens. There is also no opponents. I was able to do 5.0 - 6.0 second laps. Assuming 6 second lap average, this will net you 1000 laps in 100 minutes. You will most likely have most of this by playing the campaign though.
