As of right now this seems to be glitched and unlocks after completing all Rally car seasons,
which is good because imo this is the worst car in the game.
To actually get it you must unlock the Sports Car for $200000 and finish both Easy and Medium seasons and then play through the 15 race Hard season. You do not have to win any race, just complete the season

Yes it unlocked for me after finishing the rally car career! Huh?

Yes I just unlocked this after finishing the Rally Car career too so it's still glitchy (in a good way though of course)
