Contrary to the achievement description you actually have to "win" a race with any flame coloured vehicle.
You unlock the "flame" colour for a particular vehicle by completing all three of it's seasons (easy, medium & hard).
Once unlocked, equip the flame colour and "win" any race.

I can confirm this as i finished second on Epic Oval and it didn't pop. I tried Mammoth Country and won and the achievement popped immediately once i got to the race results screen. I did both races on the Single Race option.
