In Solo Race mode, modify your car in the "Car Setup" section.
You will have to adjust something, then save the adjustments, then select the apply adjustments option and then just win the race.
You should be able to do this on any difficulty. I ended up doing it on Pro to combine it with a track win.
I did a minor modification to the air pressure in my tires. It can be any modification, though.

Tweak some settings in the custom car setup section and then proceed to the race. Finish in first place and ensure you have made things better - not worse! You can do this on 'Novice' difficulty.
