I have beaten the game but, still no achievement. Is this a glitch?

Sounds like it glitched for you both. I’d recommend starting a new campaign and trying to play through again. Keep going until you drive into the wasteland and see if it pops by then.

It hasn't popped for me either and I'm about to beat the game. I suppose I'll start a new game after and see what happens.

Hello everybody!

So this is a story related achievement and can't be missed unless the game glitches the achievement for you. Even if it does though, it'll be the first thing you do in the game, so retrying it a breeze.

The Ranger trophy in RAGE 2 is story-related and can't be missed. You will unlock it after completing the game's first mission, which is called The Ranger.

Story Related and can not be missed

This trophy unlocks after completing the mission "The Ranger", which is the very first one of the game. This mission is your introduction to the game, from picking your character to being introduced to the games main protagonist. Follow the tutorial until the cutscene hits and watch it until the end. Welcome to Rage 2.
