You dont have to shoot while on a zipline, just get kills while on it. So you can throw or shoot an explosive weapon at enemies, hop on a zipline, and then the enemies die by the explosion and it counts. If you have the doom bfg, which i used, just shoot the bfg at enemies and immediately hold x to jump on zipline. Also doesn't have to be on the same save so you can save and reload your save until you get all 13. I did this at the Hard Top bandit den just northeast of Vineland.

In this video guide I will show you how to get 13 kills while riding zip-lines. Now to make this easier you might want to get the rocket launcher which is located in the Strongbox Ark. The region it is located in is the Torn Plains. Once you have that you might want to also have Marshall's projects tree unlocked to upgrade your capacity of throwables. You are going to want this for more grandees. You will also need to have at least one grenade schematic as well to be able to craft them.

Once you have all that done head to the place called Stilltown in the region Torn Plains. Once you get there you need to make a manual save. Once you do that head into the base. Make your way all the way to the top while skipping all enemies. Once you reach the top you will find the zip-line. Use focus to find where they are hiding at from down below so you know where to fire the rocket while riding the zip-line. Now turn around and throw a couple grenades in the room. Then you will need to turn around and ride the zip-line. There will usually be a bunch in there so getting a kill is almost guaranteed. Make sure to fire rockets at some enemies on the way down the zip-line as well. Keep repeating this until you run out of grenades. Then make sure to craft as many as possible and use them all again. If there are no more enemies in the room where the zip-line is just throw them down below. Just make sure to use focus to know where they are. Once you run out of grenades again just load that manual save you made. You will spawn somewhere close by and have to drive there again. Once you get there just repeat the whole process. It will take several loads depending on how many you might already previously have and how lucky you get with the rockets and grenades. Once you get that 13th kill the achievement will pop.

While the previous guide will definitely work in that bandit den location, I actually ran into a much smaller and easier location that is densely packed with bandit goons and two ziplines running right next to each other.

The location is in the Twisting Canyons region where Vineland is located. It's in the northwest corner up on a cliff above an authority sentry. Once you get there just make a manual save, recommended to equip rocket launcher with quick lock upgrade, run through the checkpoint bridge area on the left side and jump up a couple ladders to the zipline. I recommend punching the rocket goon that is up there and then stand in front of the zipline, lock on to three enemies and fire, wait one second and then jump on the zipline (don't hold X) to slide down. Should only take a couple minutes with one or two save reloads.

The fancy bit about this achievement is you don't actually have to kill the 13 while on the zipline, they just have to die while you're on the zipline. If that was explained weird, you can throw/shoot the thing that will kill the enemy before you get on the zipline and it will still count as long as you're on the zipline when the enemy dies.

On that note, grenades and wingsticks are super useful. After you run out of those, the homing function of the rocket launcher, and then the assault rifle were the best bets for me. Also loading them up with grav-darts, and launching them after you're on the zipline could be very effective (not tested).
