Use training mode to select each ship, (under ""training mode", "weapons"), which includes even the hidden ships. It's not only the easiest way to see the full list, it's also the easiest way to select the hidden ships. No need for secret codes.
Next, start a game on any level and quit immediate. You do not have to finish the stage.
This is the best solution.
EDIT: Ferocious Swan noted in the comments below, "Just a heads up, you only need to use 1 Slave ship type for each game, not every Slave type."

Doesn't pop for me. I started a new game on training mode with each ship in each game, even all slave ship types, and still nothing. Do you have to die?

Go to Xbox Live Ranked game pick a fighter and play after every play go to leaderboards and go filter and select FRIENDS ONLY move to ship. and move to the right all the ships are listed and if you used it for the mode you selected it will show a score for it, no score? play the game on the mode, and then pick another. the goal is to have a score for every ship in the game on the leaderboards it eliminates the need to remember or write down what you've used.
The game also lists the hidden ships which can be accessed according to the hint in the game manual.
Raiden Fighters 2 does have 1 ship that's not picked through normal methods to access the ship Dark Sword see below...

From the manual : Tips and Secrets
"Slave Drone Selection
To play as one of the Slave fighters, hold the B button, then press the A button to select a fighter during ship selection. This will select the Slave for that ship. Slaves have the speed and bombs of whatever ship they normally accompany but have only a single rapid-fire main gun that spreads out with each powerup collected. Note that this will work both at the beginning of the game and when you choose your ship when you Continue."
Besides the Dark Sword mentioned in the above most of the ships are available or through the Drone select method.
Raiden Fighters
Ships on scoreboard 8, ships on ship select 7
Hidden ship is the Drone
(btw) Although there is a Drone for all the ships playing as 1 counts for the achievement (they all play the same)
Raiden Fighters 2
17 planes on leaderboards 14 on plane select screen
15 is the Slave
16 is the Fairy (Slave exclusive to the Miclus meaning you do the same method to get a Slave ship, but only with the Miclus highlighted)
17 is the Dark Sword see 1st post on how to get it.
Raiden Fighters Jet
16 Ships on Leaderboard, 14 on ship select screen
15 is the Slave ship (same method still)
16 is the Fairy

You will have to play as every fighter and slave ship in the game. This includes the secret characters in each game! I found it easiest to do it this way: Mode Training, lives to 1. Go to weapon options and choose a fighter. Start the game and die. Go to weapons options again and choose another fighter. Repeat, until they are all done. Again it has to be done with the slaves also. Cycle through all three games for the achievement.
