You pretty much have to get 100% on the first two missions to get to the last boss.
Than just kill him and the achievement should pop right up after his death.

What do you mean by 100%? Kill all enemies? Or pick ups? Can you die/contine?

What he means is that, before each stage, you get a mission briefing about the main bosses (or boss target) you must destroy. During those missions, when the message "Target Approaching" or similar text shows up, it means you must destroy ALL the parts of the boss you're currently fighting. If you get a 100% at the end of these two bosses, then you will be able to fight an extra boss at the end of the Final Mission, which is a black colored plane of mass destruction. Destroy it and the achievement pops up right away. You can do this in Practice difficulty.

Set the game to normal mode and choose practice difficulty. I believe you have to kill every enemy to get to the true boss or have a high shoot down rate at the end of the level. This should come naturally when you are going for the other Raiden Fighter 2 achievements.
