This can be done in Training mode, just crank the medal option up so they start at 100,000. If you miss one and they downgrade just quit the level and start over.

Works good. Do it in Raiden Fighters Jet - Realbattle Phase 2.

You will collect these medals in Raiden Fighter Jet. You will get this eventually over the course of several games. If you want it quickly, go to Raiden Fighter Jet, set the difficulty to practice, then set the medals to max (X-medal to 100k) and play Training Level 5. You will get this quickly.
