How to unlock the Breaking Ground achievement in Railway Empire 2 - Definitive Guide

In Campaign - Chapter 3, you will get your first chance in the campaign to "found" a town. During the "Road to Colorado" task list, one of your tasks will be to "found" Dodge City. In order to do so, you need to transport a total of 8 steaks, 16 wheat, and 24 logs and then the town will be founded.
I suggest that you build warehouses in places like Wichita and Topeka to collect the logs and wheat early on and then just dispatch trains to Dodge City.
Keep a close eye on Dodge City as it will tell you how much you have delivered to date.
Alternative: You can set up a custom game and in the options menu turn the founding of cities option to on (North America only). The reason I didn't do it this way is because it's more time consuming in that I don't think most people like to play with founding cities and since you are planning on playing the campaign anyway, you might as well be efficient, but that's up to you.
If you're going for the following achievement in the fastest possible way, just save your game right before your last wagon gets unloaded in Dodge city. More info here:

I have done custom (Europe Map) and done Story 1. But can't adjust the found city option and is forced off. Might be only available on certain maps or after that Story 3 mission.

I never mentioned that you could adjust in campaign mode. It's only available in chapter 3 as part of the story. Also, you are correct that it doesn't work on Europe. For custom game you can change the setting for North America (US or Mexico). I'll update the solution.
