This achievement is now obtainable due to the latest update. I will provide a method to cheese this pretty easily since the game doesn't require you to complete different scenarios. You can actually complete the same scenario over and over and you still get credit towards completion.
Feel free to ignore this solution if you want to do this legit, but scenarios are pretty easy and don't really need any tips to complete. They also only take about two hours each vs the campaigns that can take over four hours.
Pick any scenario you would like to play. Make it to the last task in the game. If you are unsure what the last task is, look at the top of the screen in the task menu and it will show you what percent complete you are. So if you are at 80-90% complete, then you know you are on the last leg. Set it up so you can monitor when that last task will be completed and save your game. Finish the task, go to the main menu, check your progress bar and then just reload your save to complete the scenario again. Rinse, repeat.
I did this on the British Isles, first scenario. The last task there was to bring Edinburgh to 60,000 population. I kept the city menu open and right when it got to 59,900 population, I created my save. Each move up in progress took less than a minute.

has this been patched? just tried it today and not seeing it go up?

I'm not sure, haven't played in a while. It sometimes takes a few minutes to register. I'd turn the tracker on and off, maybe log out and back in and give it some time. I know I've had frozen trackers before.
