How to unlock the European Union achievement in Railway Empire 2 - Definitive Guide
Only the Europe "Whole Map" option under Custom Game has enough cities to actually get you this achievement, so even if you see progress towards this achievement while playing a specific region in Europe in a custom game, none of that progress will help you since this achievement is not cumulative.
I'll split this into two sections:
First go to Custom Game in the main menu and select Region "Whole Map" and then select Europe. If you want to unlock the full research tree in this game then I suggest changing the starting year to 1910.
As a starting town, going to France, Germany, or Poland is best. Scandinavia, Italy and Spain are very mountainous and will drain your money too fast to get this in a decent amount of time. I started with Paris but anything else in these regions should be fine.
For the character, there are two good options:
Now just play the game and finish all your tasks. Once done with that you can start connecting all your cities. This isn't very hard at all but here are some good tips to make this as painless as possible:
Combining with Other Achievements
This is the same as the guide for connecting 80 cities in USA, so up to you which one you decide to use to get these.
Read the tips above first so you know what to expect. Also set your starting year to 1910 because it will begin the game with more of the research tree unlocked to allow you to get the achievement for unlocking the entire research tree.
Play through your tasks but don't finish them just yet! There are exactly 10 tasks in a custom game as of this writing, so monitor your last task and save your game right before you finish it. Then invite a co-op partner into your game and pop:
Now finish your last task to unlock two achievements:
Now start working towards connecting your 80 cities. Your co-op partner should STAY IN THE GAME. Both of you can work on connecting cities to make it go faster, or if you are using a dummy account, then just use the system that is higher performance to finish this. By the time the two of you connect 50 cities, you will get:
Note that the above is cumulative so don't worry if you didn't get this or don't want to do it this time around. It also slows down your system so you can do this at a different time.
Now just finish your last dozen or so connections to pop:
Finally, put the game on 3x speed, sit back and relax, grab a beer or do something else, being sure to dismiss newspapers when they pop up, and spend all your research points. When you finally unlock everything on the research tree, you will get:

- Add the achievement to your favorites so you can track your progress
- You do not need to build train lines. As soon as a station in a city connects to your network, it counts, which makes this infinitely more easy
- When you have research points available, focus on track cost reduction
- Go around mountains
- Raise all tunnels and lower all bridges until your track is as gray as possible as this significantly decreases costs
- All cities in this map count, even those in the British Isles, but I would avoid Spain, Italy an Scandinavia as they are too mountainous
- There are about 120 cities on this map, so don't stress at all about getting to hard to reach cities. Just bypass them if you want
- If you connect all the cities in the main part of Europe, you should be at about 70 cities. Hop over to the British Isles to finish this off as it's pretty flat there.
- Alternatively, you can grab a couple cities in Spain or Italy by following the coast and not going through the mountains
