This can be easily done in the Journey to the East scenario. Build a train station with a hotel between the cities of Temesvár and Sibu and create express trains connecting this new stations with those cities. If you grow those two cities and force passengers to use the station by setting any direct trains between Temesvár and Sibu to freight only.
