How to unlock the Resistance is futile achievement in Railway Empire 2 - Definitive Guide
I found this chapter to be easier than the 1st. The idea this one wants you to learn is the supply and demand section of the game. The game is much easier if you can grasp those mechanics.
You can get to that by selecting the city name, then the crate at the top of the city menu to view their demands. Use LT to hover over the icons to get a description. Make sure you are at least giving them bare necessities like wheat, corn, and meat to help them grow. I set up direct routes from the supplier (like wheat farms to "London") instead of routes with stops. This ensures that your demand gets met ASAP which then allows faster growing earlier.
For the city to make certain goods, like meat, they need cattle. Same idea for a city to thrive in production as well. That menu is your golden nugget for info.
Pay attention to that route and make sure the train isn't delivering too much too soon, as the train will run empty without demand (notice icon on route with a big X). If you go to your route list via the main selection menu, you can make sure it's still making you money as well. Toggle these on and off as needed (I personally just delete the route to get the money back from the train if I'm low on funds).
Whatever the city demands, try to find the closest supplier and deliver it to them. If you cannot afford to juggle everything, you can take out loans in the 'hat' (finances) part of the menu. This can allow for quick growth which then can allow you to pay off the loan and survive on pure profits afterward. Don't be reckless! Strategic placement of tracks is essential. Bridges and tunnels aren't necessary in a lot of cases (but small ones, if you can afford them, help with another achievement).
This game is VERY in-depth and good for those who enjoy these games. It's not for everyone and that's okay. There is a lot to pay attention too and balancing supply and demand is essential.
