Good news! This achievement can be done 99% solo. You will only need another player for less than 5 minutes.
Start a Custom Game and set the difficulty and starting year to whatever you like. Check the Task List when the game starts. I would keep re-rolling the game until I got a list that I liked. You are going to want to have a simple end game task like connecting X Cities or Own Y Industries.
Play the game solo and complete 9/10 tasks. Get the final task to almost complete and invite in another player. Once they are in, complete the task and the achievement will unlock.
Joining a game will all tasks already completed will NOT pop the achievement.

Do you know if optional tasks also have to count for this method? I did all 7/8 main tasks and it didn't pop after the final 8th in co-op

I'm not sure. I was only able to test with a Custom Game where there are no optional tasks.
