This achievement released in the Journey to the East dlc but it is not explicitly tied to the dlc map and can be done anywhere in the game.
We did the achievement on a Campaign 5 save with a competitor but again, it seems to be possible anywhere. Start at January 1st of the given year. You hire saboteurs in the personnel tab under “Saboteur”. We recommend that you invest the max (seemingly $492,000) for the shortest wait time between sabotages. Once you get the first saboteur, save your game and sabotage a station. If successful, keep playing, if not, reload your save.
After the first saboteur succeeds, we observed that the wait time would decrease faster than the days progress until around 20 days on the time counter. So after the saboteur succeeds, we recommend that you wait until 20 days before hiring a new search otherwise the expected search time will be significantly longer. There is a random element to the search time and you can get unlucky and not find a saboteur until many days after the expected search time so consider frequent saves as well as delaying your hiring of subsequent saboteurs.
The achievement will show your progress as the sabotages succeed. A lot of this game is undocumented so information on saboteurs is scarce. Please let other know in the comments if there is anything helpful to add.

Came here to Check if anyone recognized already that it can be unlocked in the base game. Saw by accident that the tracker goes up in a free game. So I can confirm that it should be unlock able in any game mode in the base game

Title updates like this are always free with purposes of bringing new free contents, all new achievements come from them shouldn’t need other additional paid contents to unlock unless some made for certain paid DLCs. In that case, the title should be “title update of XXX”
