The level Sail requires you to lead your ship (using your tornado ability) around a bunch of islands to collect treasure. But there are pirate ships in these waters. Leave your boat at the dock and head out to the ocean using your lightning to destroy any pirate ships you find. There are 16 of them in total, so all you have to do is destroy them all. They like to roam around the top right side of the area, but will spread out around the islands too.
