Go to the level Villa Del Dryspell and use your tornado to drag all the humans into the pool. Damage doesn't matter as long as your water isn't fully depleted. Make sure to grab the dj hiding in the back right booth. Pops as soon as the last human touches the water.

This can only be completed on New Game Plus. Load Villa Del Dryspell and use your tornado to throw everyone into the pool. Watch out for the turret and don't worry about the timer.

Sorry, I disagree, I have not finished the game yet (and only recently found out there even was a New Game Plus), and was able to do this by revisiting the level as soon as I had unlocked the Tornado ability.
