Tested out a theory yesterday & it worked.Only took around 45 mins to do it too.Select"arcade mode","multiplayer","two player",I used the 1st map.Let the game load up.I raised my left arm to start fishing,but 2nd player didn't.Then I backed out to main menu,noticed the game saved progress,so I repeated this 44 more times(had done the 5 MP boat race maps already) and the achievement unlocked.Didn't have to clear the stage or even catch one fish.

I didn't test the other modes but I popped this with a mix of Arcade and Boat races. The boat races load faster as noted so I'd suggest using them alone (or testing other modes.)
I was a bit confused with the solution so to word it differently... Select Boat Race, Multiplayer, 2 players. Go through the avatar setup stuff. I used a carboard cutout and after hiding behind it and reappearing, I was able to hold my arms up for my buddy. Select their avatar stuff. Select any map. Once it loads, Hold both your arms out to start your side (this may not be necessary as I was switched a few times with the coop partner so 'they' started and ended the level) and then use the gesture to open the Kinect guide (left arm diagonal down and left; right arm at your side) then select Exit (top option) and Yes. You'll see the fishing reel at the menu to indicate the save.

Wondering if you can select Boat Race instead? Noticed that the loading times are shorter in comparison to the Arcade one.

just play multiplayer boat race in 2 player this is the quickest way
play northen lights map it is the shourtest one it will tack around 5 hours
