Update:
In Snapshot #5, in the showdown with Klondike Pete, he will usually spawn on the right side of the screen and either move up or to the left. You have to hit him in the head to count as a kill and the hit box for his head is pretty small. It takes some practice and a bit of luck to land the shot.
You could also try collecting 5 bags of money. Personally, I found this to be far more difficult, due to all the people and tumbleweeds moving around, but it's worth trying if yo're having trouble with Pete.
The snapshots provide 'bite-sized' challenge in a pre-defined scenario in the game, accessible via the snapshots section of the Rare Replay interface. You cannot use the rewind feature or any other cheats when attempting these.
There are five snapshots to complete, which are as follows:
1. Make it Rain
It's bonus month! Shoot at least 35 money bags within 45 seconds.
This snapshot takes place in the minigame with falling bags of money that you need to shoot, as at the start of a new game. With a little practice, reaching the required 35 hits shouldn't prove too difficult, as the speed at which the bags fall is fairly slow in this round of the minigame.
2. Go For Broke
Wipe out your bank balance as quickly as possible by using Panto to cause havoc in town.
You're on horseback for this snapshot, so running into civilian townsfolk will only kill them (and not you as well, as it would when on foot). The achievement simply requires you to bring your funds down to zero, through fines from civilian deaths - so focus on running into them as rapidly as you can.
3. Buffalo Buffalo Buffalo
Follow the townsfolk's clues and put an end to Buffalo Bill's shenanigans.
This snapshot is just a fairly typically early-game scenario - you need to follow the directions of townsfolk pointing the way towards the bandit (in this case, Buffalo Bill), then shoot him - as if to start a duel - as quickly as possible. The duel itself doesn't actually form part of the snapshot.
4. Dude, Where's My Horse?
Panto's gone missing! Track him down, but keep your gun in its holster.
As a slight complication, the map is reversed in this snapshot. However, the horse locations are still fixed and there's one near to where you start - just leave the building that you're in, enter the one immediately next to the one that you've left and pass through it, then turn left as you leave and following the outside walls - you'll find a horse just a couple of buildings away.
5.Gold Rush
It's payday, and there's cash to spare! Reach a bounty of $500 in just 120 seconds.
This snapshot has a few bags of money scattered around town that you can use towards reaching the required $500 total funds. However, the quickest approach is just to track down the current bandit, Klondike Pete, who can be found in the lowermost room of the building in the middle of town (see the map included at the start of the roadmap). After winning the duel, you'll receive a $7,000 bounty payout and easily exceeds the required $500. You may want first to locate one bag of money, so that you have a larger amount of available bullets.
