The fastest way to get this is to grab a FUEL pack and stand in front of the spaceship and make a save file. After you make a save file, deposit the fuel into the spaceship and reload your save and repeat.

To make it slightly easier (as if it wasn't already) fly above the shuttle and the fuel cell will drop automatically. Pause and make a save just as it's about to touch the bottom. So as soon as you load it's counted. Don't have to move at all.

I found it less maddening (and possibly quicker) to pause after building the first rocket and save. Fill it up (6 pods), reload and repeat. Only need to go through the loading screens every 6 pods and it takes less than a minute to fill the rocket each time if you deposit the pods near the base.

Turn on Infinite Lives in the options to make this way easier. From there, just keep filling ships until the achievement pops. If my math's right, it should take around 45-46 ships.

It takes 6 fuel pods to fill each ship. You build a ship and then have to fill it four times before you have to build the next ship. 41 x 6 = 246 so you need to drop 4 fuel pods in to ship no. 42 to net you the achievement. If you do it in one game then you have to wrap the game twice, build the third ship and fill it nearly to the top for the second time.
