How to unlock the Touring Car Champion achievement in Rare Replay - Definitive Guide
This means even if you come last in every race you can just continue to the next track and it counts. So all you need to do is just finish the race (unlike the 1st game, you must complete all the laps for the race to be completed). No need to worry about upgrades, all I did was just go around collecting cash.
As long as you don't finish in 4th place, you will progress. Continues are limited but will move you to the next race when used so don't burn them on easy races.Take advantage of the rewind feature to correct mistakes, improve on corners and grab pickups when possible. Use your cash to upgrade between races.
I found PA2 much more forgiving than the original but you still want to try and grab as many upgrades and cash as you can to upgrade your car, otherwise the last 4-5 races are going to be tough.

If you lose, simply press to continue before time expires.
The game includes 24 different tracks, which you'll race on in turn in the course of your main playthrough of the game (after the 24th race, you'll continue on to a 25th race, but from here on you'll just be repeating tracks that you've already raced on). Completing a race on all 24 tracks will be your first main aim - you'll need to finish in the top three of four in each race to progress to the next, with failure leading to a game over. For this reason, although you do get a couple of continues (and can use a cheat for infinite continues), I'd recommend making a manual save at the start of each race, which you can reload if you finish last in a race. The rewind functionality can also be useful at a finer level.
Your precise placement within the top three is unimportant for progression purposes (though first-place finishes will help you towards the "...Or a Black Flag With White Squares?" achievement - see below), but better performances will reward you with larger cash prizes with which to upgrade your car - which is vital to success in the later races, with the upgrades persisting between races. Similarly, you should also try to collect as much cash as possible from each track, adding to your available funds, and the "PRO AM II" letters as you come across them.
Once you complete the 24th race, the achievement should unlock.
