Easy to do, but the hard part is you need 4 controllers. Guitars and other instruments may work as extra controllers, but just bare in mind you will need to be able to control 3 of them to the finish line.
Just set up a local game and sign in 4 controllers, choose whatever Grand Prix you would like to play and go through it. This can get a bit boring, since as I said earlier, it will not end the round until you take 3 of the players to the finish line.
Just make sure you always take yourself to the finish line first, than the guests. And pop - Easy achievement!

Do they need to have a profile signed in? or can they be a guest?

They can just be guest accounts I'm fairly sure, however I can't say for certain as it has been a while since I played it now.

You’ll need a total of 4 controllers for this achievement. Using guitar/drum controllers work fine, as well. Set up a Grand Prix game in local multiplayer, and win.
