Totally unmissable, but for reference, you’ll get your 4th combat skill ‘Fireball Tremors’, immediately after defeating Shani the Sorceress when you are following the quest line ‘Visiting the Botanist’ in the Labyrinth, halfway-ish through the game.

Kinda the same except that you may be forgetting that you can just prevent the double unlock from happening by not advancing the text with the trainer that is supposed to give you the fourth skill, though you'll likely have to redo the Shani boss fight. I only did this to save the All Skilled Up achievement for another day, you may need to try to avoid multiple achievements from unlocking at the same time if you're playing this for Microsoft Rewards. I'm just saying they would be the same achievements if the trainer didn't talk to you first.
Edit: Nevermind on the part where I said you may have to redo the Shani boss fight as there's an autosave right after beating Shani.
