After finding all the mask pieces, then taking them to the soot bunny to repair, you will be given the Masquerade Mask. Hit 
and tab over 
to "Hats" select the Masquerade mask and equip it with 
there are multiple "hats" you will unlock and equip for achievements, this should be the first one you get. Once you equip the mask you can get through the guard upstairs and continue the story.
