Found in a chest at the top of the Clock Tower after reactivating the Planetarium. Simply equip the hat from your menu after you've collected it and the achievement will pop.
The, Pants, Party
The top hat is found in a blue chest after re-activating the planetarium as part of the story. Again, be sure to equip it to unlock the achievement.
