After beating Flora Esmerelda, go up the ladder and in the back of the area you will see a chest, open it for the "Flower Crown".
Once you have it simple open the menu and go over to "Hats" and equip it for the achievement.

The flower crown can be found in a green chest after defeating the flower monster in the greenhouse. Be sure to equip it to unlock the achievement.
