You will reach level 15+ after beating the queen. You need 20000 exp each to lever 20 then. The fast way to gain exp is in the castle's hall. You can beat queen's guard and each one gives you 1000 exp.

Note that you [can/b] go back and get this after you complete the game. After the credits, you are returned to the main menu, but can select continue and will be back in the garden. You can use the mirrors to fast travel to the prison and witch's house and mop this up.

Don't worry about doing this achievement until you've entered the queen's castle.
The guards give 1k each kill and there are 8 guards in her hallway, kill them, enter door to your right and they respawn instantly.
There is also a mirror in the hallway to their right so u can farm here and upgrade before queen fight

The, Pants, Party
You will likely finish the story around Level 16-18, so you'll need to grind for this a bit. You will get 1000xp from the queen's soldiers in the castle hall, so just keep reloading that section until you're done (it takes 20,000xp per level starting at Level 15). Remember you need to visit the vendor near the witch's house to actually spend your experience and level up.
