To wake the serpent at the top of the hill, interact with it, then go back down the hill and collect the 5 Clove Jolts. Talk to the serpent, then interact with it again to start the fight.
The hitboxes are pretty forgiving in this fight, and the hydra heads sit around for a long time after they attack for you to mash. Don't bother using any special attacks (except for the ice burst at range), just mash the basic attack on their heads. When the fireballs are shot, just move to one side of the platform, and when they get close, dash to the other side.
